ACC submitted comments to the Federal Aviation Administration (FAA) this week, outlining key principles and recommendations that should be followed in the upcoming update to Order 5100-38D, the Airport Improvement Program (AIP) Handbook. Congress directed the FAA to update the handbook as part of the FAA Reauthorization Act of 2024.
“Since the passage of the Act, the federal government has undertaken a significant reduction in its workforce, and the FAA Office of Airports has estimated that it has lost around 17 percent of its staff. This will present challenges to the FAA and industry in processing and approving grants,” the letter states. “The update to the AIP Handbook provides an opportunity to recalibrate FAA’s involvement in airport development projects to adhere more closely to statutory requirements and focus on its key mission of ensuring safety.”
